I was first going to go with Reggie Mantle as he can be a big jerk to his friends most of the time, but I think his huge ego gets in the way and a lot of times he thinks he is way to great for them.
I am going with the nasty scheming Alexandra Cabot who always seems out for revenge on Josie and the Pussycats every since she was not let into the group a long time ago. I also think Alexnadra's nasty schemes are mostly worse than the ones that Reggie plots because she seems to be more intelligent the Reggie. Although her schemes do come to bite her in the ass in the end she does seem to reek havoc throughout the story.

Was he ever in any other stories beyond BBT and the one sequel story in B&V? I'd pretty much agree with this though. There may have been a few nastier one-shot characters, but Nick's the most substantial of the ones who made more than one appearance.

From the little I have read I would go with Archie because of the way he treats girls. To be honest I don't see why both Betty and Veronica like him so much.

In the She's Josie stories she rarely appears and is more snobbish than outright mean like she can be in the 'Pussycats' stories. In fact, before she does anything remotely mean in her first appearances, Josie is the one to tell the audience she is a "witch." She spends most of her first appearance giving Albert (Josie's kinda-boyfriend at the time) a make-over and acting pretty nice to him. Then at the end he takes advantage of that and tries to get with Josie right in front of her (which results in the first actual cruel thing she does - but Albert deserves it - throws him off a bridge into the water). As the series progressed, she became more aggressive and sneaky/mean like Alex was in the early stories (and still can be - depending on who is writing him). In the cartoon, she was made into the evil twin, and Alex was just Shaggy with sunglasses and an ego.
I don't know about the whole "oh she just needs a boyfriend to calm her down/she needs someone nice like Alan" because to me it implies a man can fix out-of-control women. (It's like when they gave Cheryl a boyfriend --- the mean girl just needs a man in her life!) Would anyone suggest that about Reggie or Alex? I haven't really seen it, though Reggie seems a lot calmer when Betty is the one going out with him in the comic stories.
I mean on one hand there are A LOT of stories where someone pretends to be interested in her and she gets really happy and blindly clings onto that person who will tell the audience "It's that Cabot girl! I want her money so I will pretend to like her! I'm a gold digger!" So having someone who loves her would help. But on the other hand, there are a lot of stories where she will have absolutely no interest in getting a boyfriend (especially when her father tries to set her up with one). And here is where I think is the source of her jealousy - her life is being controlled by her name (Cabot). Alex is allowed to run off and chase girls and make a fool of himself, but we see that Alexandra has a lot less freedom and is more concerned about the Cabot name.
The one thing that is consistent with Alexandra is that she is incredibly over-confident (or she likes to present herself as such) - so yeah, never coming out on top appears to bruise her ego. I find it interesting/funny that she automatically presumes Alan/Albert/Clyde/etc find her more appealing than Josie. Another consistent thing I noticed in the comics is that when she lets all her defensive walls down (mostly when they're not playing a gig or when the boys aren't around) she can be really kind but doesn't know how to show her good intentions right. Also she cares about animals and old people (she loves Sebastian despite her temper with him - but he trolls her a lot sooo...also there are like 2 or 3 stories where she sheds tears over the death/plight of the elderly).
I dunno, for me it's fun to over-think her character because she is so full of contradictions and it's equally fun to think about how each writer treats her a bit differently. ((Like, is she flat-out evil or more sympathetic.)) You can make up a lot of reasons why she's often so insanely jealous of Josie and they would probably all make sense.
She's rich. She beautiful. She can be mean and vindictive. She feels she's entitled. She thinks she deserves to have it all.
Now for all of the above, I could be talking about Cheryl Blossom or Veronica Lodge. What do they have that Alexandra Cabot doesn't? Well, they know that boys find them desirable and want to be with them, and not just for their money - but not Alexandra. She's lonely. What does she think about when she's alone with her thoughts? Does she spend the entire time scheming and planning ways of revenge? Not exactly.That's what everyone thinks, because they just remember the animated cartoon, where that's practically ALL she ever did. Take the following example. It might as well have been recycled from an old script from the 1950s, with Alexandra playing the part of Betty and Alan M. playing the part of Archie. Reggie would seem to be the obvious choice, but deep down I really think he see Archie, Jughead, Betty, and Veronica as close friends. He is just that guy who's nature is to rib anyone he feels is weak enough to take it and most are except for Moose.

And now that a mere few months have passed, I must admit that I've done almost an about-face on my former opinion. I've since learned a few more things about JG, and now I can easily envision a scenario where in a battle of office politics to turn the tide of opinion in his favor, certain situations may well have been exacerbated or magnified (just possibly, even engineered) for the purpose of creating a villain to sway the editorial staff in a certain direction.
That, and looking at a trail of past publishing decisions on JG's part tends to make me leery of both his ability and his motives, so now I'm more inclined to go along with HarryLuceyFan on this one.

This reminded me of a story from the 60s (maybe) were Jughead and Reggie think he only dates Ronnie because he wants to be a part of that high society and have her money; he of course denies it.
Pretending you can afford something when your wallet is empty is a form of social climbing. Seriously, Veronica is out of Archie's league.
And yes, there are a number of stories wherein Archie tries to fit in Veronica's upper crust crowd.
